Reports To: ARMADA HQ

Security Clearance Required: Active DOD Top Secret

The Investigative Analyst supports the Office of Security Services, Personnel Security Operations Branch. Investigative Analysts provide investigative support related to planning and conducting pre-employment inquiries and issue resolution covering the character, practices, suitability, or qualifications of persons seeking to work for, or on behalf of the SEC. The following duties and responsibilities are intended to provide maximum flexibility and support and include, but are not limited to the following:

Duties & Responsibilities:

  • The Investigative Analyst shall conduct the following:
    • Conduct status checks on background investigations utilizing the automated OPM Personnel Investigations Processing System (PIPS).
    • Conduct telephone and written inquiries in accordance with the Privacy Act of 1974.
    • Conduct Subject contact in accordance with the Privacy Act of 1974 and obtains written statements when required.
    • Conduct post-investigation follow-up necessary for issue resolution and adjudication.
  • Contact other personnel security operations and documents the reason for a “please call” designation in CVS.
  • The Investigative Analyst shall report and document results of inquiries.
  • Assist in training staff; and develop and implement policies and procedures.
  • Complete investigative leads within established time frames.
  • Investigative Analysts shall monitor personnel security mailbox, work log, and workflow as necessary.
  • Investigative Analysts shall assist in audit preparation.
  • Assist with building emergencies and OEP drills, as needed.
  • Investigative Analysts shall perform other personnel security assistant tasks as assigned.
  • Investigative Analyst shall validate needs for investigation by conducting a check of OPM Central Verification System.
  • Establish, review, and monitor background investigation accounts and information in the Office of Personnel Management Electronic Questionnaires for Investigation Processing (e-QIP) system.
  • Identify where reciprocity may be accepted in processing based on PERSEC community and SEC policies.
  • Investigative Analysts shall create security and/or suitability files for applicants or contractors; organize records; maintain files; and collate documents in support of the SEC background investigation process.
  • Initiate background investigations at the correct tier based on the risk/sensitivity level of the position in the Office of Personnel Management (OPM) Electronic Questionnaires for Investigations Processing (e-QIP) system.
  • Utilize the General Services Administration USAccess system to sponsor individuals for HSPD-12 PIV credentials to grant logical and physical access to SEC facilities and allow enrollment of fingerprints for criminal history records checks.
  • Investigative Analyst shall review the entire case file and makes a suitability/fitness recommendation based on the criteria found and methodology prescribed in the OPM Suitability Processing Handbook.
  • Complete adjudicative recommendations within established time frames.
  • Documents adjudicative recommendations in a clear and concise manner for second-level review.
  • Drafts correspondence in the form of Letters of Interrogatory, Adjudicative Worksheets, and Notices of Proposed Action for second-level review.
  • Investigative Analysts shall report results of adjudication via OPM 79A and/or CVS to OPM as required.

Knowledge, Skills and Abilities (KSAs):

  • Must have knowledge of GSA personal information verification card processing, USAccess.
  • Ability and willingness to learn the basic functions and operations of all systems associated with personnel security processing.
  • Must have applied knowledge of Trusted Workforce 1.5 and 2.0,
  • Applied knowledge of DCSA and NBIS is preffered, but not required.
  • Proficiency with MS Office Suite applications including Word, Excel, Outlook, and PowerPoint.
  • Demonstrated ability to effectively communicate both orally and in writing to elicit detailed information from a variety of sources necessary to evaluate an individual’s conduct and character.
  • Demonstrated practical knowledge of commonly applied personnel security and suitability principles, concepts, and methodologies in carrying out a variety of support assignments.

Minimum/General Experience:

  • Must possess an active Top Secret Clearance; must possess a favorably adjudicated background investigation completed within the last five years at the BI, Tier 4 level or SSBI, Tier 5 level; and be able to maintain the favorable result throughout employment on the contract.
  • 2 years of experience conducting background investigations for the purpose of adjudication for suitability or national security, OR,
  • 2 years of combined experience such as 1 year conducting investigations and 1 year of suitability and fitness case processing or adjudication on behalf of the Federal Government.
  • Successfully completed formal training in conducting background investigations in support of personnel security and suitability decisions in compliance with National Training Standards established by Office of Personnel Management.
